14.00 Scholarship Chair Job Description

The Bylaws, as adopted in June, 2002, "Committees," state:

The Scholarship Committee, by a majority vote, shall select the final scholarship recipient(s) based on the guidelines established by NAEOP. This committee shall recommend the final scholarship candidate(s) to the Board of Directors for approval. The scholarship(s) to be awarded shall be established annually in the Budget as approved by the Board of Directors. In the event of a tie, the final selection shall be determined by a vote of the Board of Directors. Scholarships shall be named the Martha L. Leach Member Scholarship and the Lila M. Van Sweringen Student Scholarship.

Scholarship monies will be paid to the recipient(s) only upon proof of admission to an institution of higher learning. The state scholarship recipient(s) shall receive a one- year paid membership to the Association.

The Chairman shall be appointed by the President.

In addition to the current Bylaws and to the Job Description for All Elected and Appointed members of the Board as described in Page 1.00 of this section, the Treasurer shall:

  1. Develop or revise as necessary a scholarship application form and "Guidelines for Applicants" sheet for both the student and member scholarship and present same to the Board for approval. These shall be printed in the newsletter and made available at conferences and any other EOPO function where they could be disbursed.
  2. Send applications and guidelines to all who request them, as well as to all EOPO affiliates and board members.
  3. Collect all student applications and supporting documentation, and compile into packets for judging by the members of the scholarship committee. The committee shall recommend a candidate as recipient of the student scholarship and another to be named alternate. If necessary to meet deadlines for the scholarship offered by NAEOP, the committee may offer the state recipient, or the alternate if the recipient chooses not to participate, the opportunity for national sponsorship prior to approval by the board.
  4. Obtain forms for the student scholarship offered by NAEOP and make them available to the applicants. These should be available through the President.
  5. Collect all member scholarship applications and supporting documentation, and compile into packets for judging by members of the scholarship committee. The committee shall recommend a candidate as recipient of the member scholarship and another to be named alternate. (No affiliate sponsorship is required for national competition.) Applicants are to be encouraged to hold or apply for a Professional Standards Program Certificate.
  6. Arrange for or compose a Certificate of Scholarship Recognition for the recipient. Advises the Membership Director of the directory information of this individual for inclusion on the membership list, secure a membership card, and prepare a letter/form on which the recipient must request the scholarship money. The membership card and certificate must be requested from the Membership Director at least two weeks prior to the banquet.
  7. Notify the recipient(s) and invite the winner and family to attend the Installation Banquet where the, scholarship presentation will take place. The recipient plus two guests will be guests of EOPO for the banquet. The Scholarship Chairman or designee will serve as hostess fix the recipient and family and will present the Certificate of Scholarship Recognition and the one-year complimentary membership card at the Banquet.
  8. Notify the runner-up that (s)he has been named as alternate and that scholarship monies will be available to her/him in the event they are not claimed by the top candidate. Keep copies of applications and supporting documentation of the top three candidates and destroy the rest until after the monies have been paid. After payment, keep only the application and supporting documents of the recipient(s).
  9. Announce scholarship results in the Buckeye Bulletin, to a local newspaper selected by the recipient, and to the school district of the recipient.
  10. Arrange for payment of the scholarship monies upon receipt of proper documentation.
  11. Serve as the librarian for professional development material owned by EOPO for the express purpose of lending to members. Shall be custodian of these materials, promote borrowing by members, and keep an accurate account of all materials, to whom they are lent, dates lent/due, and deposit money involved.
  12. Perform additional duties as assigned by the president and/or Board of Directors.
